The Qinhuangdao Port Development zone has become an important platform for the Beijing-Tianjin-Hebei Region, attracting more and more 'drifters' in Beijing to return home.

Xiao Su, from Qinhuangdao, has worked in Beijing for five years since he graduated from university. He said that it is difficult to buy a house in Beijing and since he arrived he has had no sense of belonging there. He said that he wanted to go back to his hometown even though the pay is less and there are fewer job opportunities because no one wanted to stay outside his/her hometown. So this time he decided to buy a house in a development area and waterfront area of Qinhuangdao Port.

Xiao Wei was born in Sichuan during the 1980s. He said that Qinhuangdao Port is less busy than Beijing, but he loves the city. It has convenient transportation, a pleasant climate and it is a coastal city; and what's more important is that it is near Beijing. To support new entrepreneurs, the government has provided many preferential policies

Qinhuangdao Port is trying to create a "Beijing scientific research institutions shift base" and a "incubation and achievement transformation base of high and new technology industries." Eligible enterprises enjoy free rent for 6 to 12 months. Xiao Wei is one of the people who has benefitted from the scheme. He said that he didn't feel like a migrant bird anymore, he can settle down first, and then do pioneering work.

According to stipulations, a person who has a census registration in Qinhuangdao Port can use housing fund of other cities to make loans.
